Damon O. Barry, SCFD Board Member

The Board of the Scientific and Cultural Facilities District (SCFD) is governed by a board of directors. The SCFD staff works with organizations and the County Cultural Councils to implement the operations and distribution of funds in accordance with the SCFD statute.

Board of Directors: Consists of 11 appointees, all of whom are volunteers who:

● May serve maximum of two, three-year terms
● Hire executive director
● Develop report and review requirements governing SCFD funds
● Determine timing of reauthorization process, language of ballot question

One director is appointed by each of the seven counties (Adams, Arapahoe, Boulder Broomfield, Denver, Douglas and Jefferson). An appointee must reside in the county from which s/he is appointed. Four directors are appointed by the governor.

Inclusivity Fund Advisory Committee

The Board of the Scientific and Cultural Facilities District (SCFD), seeking to build capacity among Tier III organizations and to support additional programming for underserved communities, will partner with a community foundation to establish a fund that will provide merit-based grants to Tier III organizations. Tier I organizations will financially support this fund directly for a period of 12 years, 2018 through 2029.

SCFD Board of Directors

The SCFD Board of Directors is comprised of eleven members. Board members are chosen by county commissioners in each participating county (in Denver and Broomfield, each respective City Council selects the board member). In addition, four members are appointed by the governor. SCFD board members represent different segments of society, including business, education, government, and foundation management. The board reviews and oversees distribution of SCFD funds.

One of the board members is Damon O. Barry: Governor’s appointee, partner at Ballard Spahr. Previously the Managing Director with Barry Legal Consulting Services. Prior to founding Barry Legal Consulting Services, Mr. Barry was a Vice President of Business Affairs and Assistant General Counsel at CSG Systems International, Inc. Mr. Barry earned a bachelor’s degree from the University of Washington and law degree from the University of Nebraska College of Law. He joined the board October 2012. His 2nd term expires May 2018.
